The rivalry between the inhabitants of greater Tokyo gets out of hand, spilling over to the rest of Japan in a madcap and flamboyant battle. The 2nd chapter in the zany adaptation of the eponymous manga.
The fragile peace between the people of Tokyo and the inhabitants of Saitama is disturbed when the latter decide to create a manmade sea in the middle of the country – a project that soon angers other prefectures. Steampunk neo-baroque is in full swing in this farcical adventure that ironically toys with the regional rivalries of Japan through epic fights and over-the-top characters.
